Born on October 1966 in the village of Artsiz, Odessa region, in a family of employees. In 1983, after graduating from Baryshevskaya secondary school No. 1, he continued his studies at the Odessa Technical School, graduated in 1984 with honors. In 1991 graduated with honors from the Law Faculty of Taras Shevchenko Kiev National University. From 1991 to 1994 studied at the graduate school of Taras Shevchenko Kiev National University. PhD in Law. From 1995 to 1996, was an assistant at the department of the same university. In 1994, founded and headed the first enterprise, which later developed into the ViDi Group. Until August 2012, personally headed the ViDi Group operating business. In November 2012, left the operational management of the business and headed the Supervisory Board of ViDi Group, focusing on strategic issues of business development, as well as on issues of representing the interests of the company in business, international circles, in government and the public.
